On July 14, 2023, the Prime Minister issues Decision No. 845/QD-TTg on launching the Secretariat for the Political Declaration on establishing the Just Energy Transition Partnership.
EXPORT – IMPORT
List of civil cryptography products imported or exported under licenses
On June 09, 2023, the Government issues Decree No. 32/2023/ND-CP amending and supplementing the Government’s Decree No. 53/2018/ND-CP dated April 16, 2018, on amending the Government’s Decree No. 58/2016/ND-CP dated July 01, 2016, on the sale and provision of civil cryptography products and services and the exportation or importation of civil cryptography products.
SBV provides VND 15 trillion-credit package to support forestry, fishery businesses
On July 19, the State Bank of Vietnam (SBV) issued Document 5631/NHNN-TD, guiding commercial banks to implement a credit package, worth VND 15 trillion (USD 641 million), for businesses in the forestry and fishery sector.

Increase pension, social insurance allowance and monthly allowance from July 1
Decree No. 42/2023/ND-CP on adjustment of pension, social insurance allowance and monthly allowance levels is issued on June 29, 2023 by the Government.

Ho Chi Minh City pilots transit-oriented urban development (TOD) model
On June 24, 2023, the National Assembly issues the Resolution No. 98/2023/QH15 on pilot implementation of a number of special mechanisms and policies for development of Ho Chi Minh City.
TRANSPORT
Amend provisions relating to specialized aviation service works at airports
On June 29, 2023, the Ministry of Transport issues Circular No. 12/2023/TT-BGTVT amending and supplementing a number of articles of the Minister of Transport’s Circular No. 23/2021/TT-BGTVT dated November 5, 2021, guiding the making, approval and announcement of project lists; and methods and criteria for evaluation of bid dossiers and bidding for selection of investors for specialized aviation service works at airports and aerodromes.

Papers needed for cash declaration at border-gates customs offices
Under Article 2.1 of Circular 15, upon exit via Vietnam’s international border gates, persons are required to fill a declaration form to border-gate customs offices if carrying over VND 15 million or USD 5,000 or other foreign-currency cash of equivalent value.

MPI proposes stricter regulations on provisions of loans for SMEs
An enterprise that has already taken out a loan from the Small and Medium Enterprise Development Fund might borrow more money from the Fund to carry out another production and business project, but on the condition that it has paid the principal and interest of the former loan fully and timely.

On July 03, 2023, the Government issues Decree No. 47/2023/ND-CP on amending and supplementing a number of articles of Decree No. 62/2017/ND-CP on detailing a number of articles of and providing measures to implement the Law on Property Auction.

Decree No. 46/2023/ND-CP guiding the Law on Insurance Business
On July 01, 2023, the Government hereby issues Decree No. 46/2023/ND-CP detailing the implementation of a number of articles of the Law on Insurance Business.
JUSTICE
Cabinet leader urges prompt issuance of sub-law documents
Prime Minister Pham Minh Chinh on July 31 issued Document 692/TTg-PL, requiring ministries and ministerial-level agencies to take drastic solutions for prompt issuance of documents detailing the implementation of laws and resolutions adopted by the National Assembly.
